You need to reapply thermal paste.
The cooler is not needed but would help. You never needed a video card.
I suggest you treat your pc like a car, maintain it or be ready to replace it.

You don't require a new video card, but there is a lot of room to improve, so if you had the budget and wanted something more, i would say go for it.

I thought a new cpu would be a good idea before a gpu

nah. Your cpu is fine. processors do not advance as quickly as GPU's so currently your gpu is a lot weaker than your cpu is.
i would upgrade your graphics to something like a Gtx 970 or an R9 390, and then upgrade your processor/mobo anytime afterwards. if you wait long enough to upgrade and get skylake (or any next gen processor afterwards), then youll need new ram as well since it will only be functional with ddr4 ram.

Pointless.

Why update GPU when he plays poe... shit can be played on a rock. best to save money and when he does play newer
more demanding game buy then. you'll either save money or have current technology not new shit that was not used
for like 2 years then became obsolete.

Also suggesting a GPU without knowledge of his PSU is a bad move. no offense to you op but if he doesn't know about
cleaning a pc whats the odds he'll know about his PSU and the odds of him being like oh yeah thats a good idea... goes
buys it and burns it or something else when the psu fails under loads.

@OP
If your pc worked great for POE prior to the heating / lag issue then your good.
When you pick up a newer game and you want to upgrade comback here with a budget
till then keep your pc clean reapply thermal paste and your good. no need to waste money.

So enlighten us what demanding games do you play and at what resolutions are you playing at?
whats your fps at?

Like I said I thought after so many years ur supposed to upgrade ur pc I've had this comp setup before d3 came out so I thought bu now I'd need to upgrade at least something but perhaps not..

I play cod battlefield ark fallout 4 h1z1 csgo etc

I play 1920x1080 I believe lol fps always bounces from 300 to 5... Haven't played since I cleaned my pc tho

there all about the same but something popular would be arctic silver 5.

which battlefield?
ark is beta and terrible atm so can't base a gpu decision off that till its been optimized.
cs:go is not demanding
idk about h1z1 off teh top off my head.

You use within your means, sure its good to upgrade everyso often but only if you actually need the power.
Lets go back to the car metaphor, would you buy a new car because its not as fast as other cars?

Try each game record your fps, if your between 30-60 and it seems playable your ok.
Most aim for 60 but lots and i mean lots are ok with 30 so its your call.
If you dip below 30 and game seems funky I would get a new gpu but then we need to know your psu.
