the 6700k currently costs $95 USD more in the states, supports DDR4 memory and performs a little better than the 4790K

if you were to go with a skylake cpu, you'd need a Z170 board which is also a little more expensive

I think he's just a little confused, he knows he doesn't need hyperthreading but thinks he wants an i7

The difference between an i5 and an i7 is the hyperthreading so just get an i5

6600k if you want to spend a little more or just a 4690k and more money on the gpu would probably yield the best performance

does your 1.5K budget include the watercooling loop? if not, how much are you setting aside for that or do you need recommendations on that too?
