make sure hardware acceleration is enabled, what browser do you use?
and also, try setting your power settings under control panel to "high performance", your cpu might be on power saver/balanced and clock itself too low, which would introduce stuttering.

it ses good so its not my hdd

umm when i try to change my hardware acceleration it wont allow me to change settings in the troubleshoot tab

i think i found the problem

i have a Razor keyboard so the program razor synapse

soon as i end the process no more stutter must have bin from the codecs or something
