just leave it at 'performance' unless that disables idle clock states on windows (power saving "balanced" option, open up cpu-z and your clock speeds should be at 1.4ghz when idling)
otherwise it doesn't really matter.
It's currently on normal though, so i think next time i start it up, i'll change it to performance

I do not think this is even possible on the cpu fan, sadly.
