noise can come from anywhere in the computer. fans on power supplies are generally quiet when not under full load. you may experience coil whine. its common and doesnt mean your computer will blow up.

as i said earlier, i wouldnt get the photon as it is new to the market and not many people have much to say about it (good or bad) on the internet just yet. this EVGA power supply is on sale for a really good price right now.
