+/- 10-15% performance while saving some money isn't a bad thing.

As for the GPU's, if the rumors are true about the 380/x and 390/x cards, they'll use stacked HBM instead of GDDR5 memory. This will be an amazing performance boost for any graphical memory intense application and would definitely be worth the buy.

yep, that stack will be lovely for 1440p users and even 4k users.

Drop the 4790k UNLESS you edit/render videos, pictures etc. for basically a living... if you drop from the 4790k you can probably get a 980

I will be editing videos most likely, I think ill stick with the 4790k

I can still get a 980 just a little over budget if it's worth it

"most likely"
meaning you won't be doing it enough to warrant the added cost just to shave some time off. but hey, it's your money.

For your uses, I would personally go with i5-4690k and a 970. However, that's just me. Unless you start rendering and editing videos on a professional level, the time you save by getting an i7 is almost negligible compared to an i5. Time saved versus money spent might even out after 3 to 5 years, but by that time, its time to upgrade anyway.
