When overclocking, the difference between a 70$ and a 200$ Z97 mainboard will be totally negligible, especially considering the 4790k as your CPU option.
Out-of-the-box, that CPU is already highly overclocked and often enough very close to the sweet spot and only stable at higher voltages. Wouldn't expect any results better than 4,5-4,6 GHz on all cores, unless you buy a pre-tested one.
GTX 980 = wasted money as well.

Edited the previous build a little to include a HDD.
Additional storage + less noise in red/black for less money as well.

Why would you suggest a h97 for a 4790k.. and a 980 is easily worth the money if he's planning to stream games in 1080p or whatever it as on demanding games

That H97 board costs 60$ less than the Z97 board you proposed and does exactly the same, except for RAM overclocks, which are negligible.
Especially on the 4790k, his OC MIGHT differ from the most expensive Z97 board (throw in whatever you regard as best here) by a mere 1%.

ImO he'll do equally well with a different card, whether it's a 970 or 290.
"Easily worth the money" would imply that his viewership/payment could be directly increased via the purchase of a better GPU to make up the price difference of 230-300$.
While I don't exactly know if that's true, I think it's not as simple as putting it into one phrase ;)

"my budget would be about $1000-1200 but I can go more if it's worth paying more for parts that are worth it."

Not everyone likes to cheap out on buying things.

And if you're going to spend 1k+.. why the hell would you cheap on out on a board and ram

Why would you - on the other hand - spend more money to get the exact same performance?
Where exactly do you see the "worth" of those parts? How is "getting the same for less" equal to "cheaping out"?

The GPU issue is debatable as well... GTX 980 = ~70% more in expenses vs a GTX 970 (or more vs. 290) while its amount of performance increase doesn't come close.

I already gave you a solid build for the money

I would recommend that later down the road to add a external HDD if you keep any of your stream videos backed up
