yes you can,
8320, 290x etc.
http://pcpartpicker.com/p/NHKZvK
Base Total: $734.93
Promo Discounts: -$14.99
Combo Discounts: -$22.00
Shipping: $3.99
Total: $701.93

and then $651 after mail in rebates.

I'd go with a 270x and get a couple of these instead. I have a 290x and haven't needed that much power all that much. Otherwise good list

For what reason would you recommend 16GB of RAM?

You won't build a "gaming desktop" for $700. Graphics card alone is half that. You can build a computer that is better than a Dell for 700, but that is not saying much.

actually, people are gaming with laptops these days... and you can build a way more powerful build with $700 than these high end laptops

It's the perfect amount.. My 450$ htpc can play any game out at medium settings or high if I go 720p

You're asking a computer building subforum whether you should buy a prebuilt or build your own... of course all the responses are going to be build it. It's really simple these days, there's lots of tutorials out there so don't worry that you don't know how to do anything. They make it so easy these days it's like playing with legos even a 5 year old could do it
