The E is a lower power version of the 8320, so it's clocked lower. If you want performance, get the 8320. If you want efficiency/cheaper electric bill, get the E.
Corsair and G. Skill are good brands to go with for RAM. Any DDR3 1600 will do. 4GB if it's just surfing the web and checking e-mails, 8GB if you're gaming, video editing, etc. You might even want 16GB for dedicated video editing (and if you can afford it).
For motherboards, I've read great things about the ASUS M5A99FX Evo 2.0 and GIGABYTE GA-990FXA-UD3. Both are around ~$130 if your budget allows.
