Even an AMD APU like the A8 or A10 or their Intel counterparts with iGPU will be able to play your game just fine on FHD or lower resolutions.
Watching streams and movies is not a problem at all...

Spending from $1000 - $1700 for a system that fits your needs is completely unnecessary, not to say dumb; as is recommending a 970s SLI ofc.

What monitor do you use? Resolution?

Here's a system setup that won't need any upgrade in many years to come, it's a bit pricy ofc. That's what I would go for and what I did 3 years ago, and I still haven't changed any parts of my setup.

Well, this setup can look very cool if you want a windowed chassi case instead.

his budget is a minimum of 1000, tops 1700. I made my suggestion for that.

TO should probably understand that a budget from 1000-1700$ is not needed AT ALL;
Systems running DOTA2 or less demanding programs can be built for like 60% of his minimum budget without a visible performance loss compared to anything above 1000$.
