considering his cpu will bottleneck any highend gpu

I would go intel cpu, you almost guaranteed 5 yrs bottleneck free,

gpus are regularly upgraded, and his cpu is holding him back

if he bought 290 or 970, it would be a waste

even with a bottle neck he would see more performance gains than doing this [buying new processor + mobo] for the cash spent.
