Unnecessary if you don't plan to overclock and don't have the budget for it.
If you can fit it into your budget without having to downgrade
any parts, I would get this:

But again, do not get this if it means you're going to go with a GTX 760 rather than a 770; an aftermarket cooler will make a negligible difference compared to a CPU or GPU upgrade. You can always pick one up in the future when you decide to OC.
