budget:
would like to stay around $1500 CAN - if a little over thats okay

Need:

full build of PC - I need +2 monitors - I have mouse/key/headset

Would like a sleek black/blue case if able

used for:

Streaming - Rainbow 6 siege - Fortnite - ect.

i have never built a PC before seeking wise men from the internet :D

This was my best attempt. I had to make a lot of concessions. Here's my thinking:

CPU: Went with the Ryzen 1600 because you can stream fairly well of it. It's much cheaper than going with the 2600 and doesn't come with the issue of maybe needing to get a boot-kit from AMD.
Motherboard: I went with the tried-and-true Pro4 mATX variant. It's a no-frills, decent enough board that should allow you to mildly overclock to 3.8ghz without issue. It's also cheap.
Memory: I could have gotten red 3000mhz RAM for ~$20 less, but 3200mhz (while it probably won't happen) and black/gray will look better. I know looks are a concern to you.
Storage 1: Basic SSD. Should be enough for Windows and a few games.
Storage 2: Basic HDD. Throw music/videos/whatever onto it.
Video Card: I went with a 4GB RX 580 for a few reasons. I wanted to get you a 144hz monitor, and FreeSync will be a godsend at 1080p. You need AMD for that. Also, it was cheaper than any 1060 6GB and has comparable performance. The downside: it's red. Sorry. It was the best option.
Case: A cheap case with decent airflow. Doesn't look great, but it doesn't look terrible either. I was gonna get the blue/black NZXT S340, but it was like $40 more.
Power Supply: This CX450M was almost half the price of the CX550M. Man prices in Canada suck. These are cheap power supplies, but they work well. Even with an overclock you should be fine on 450w as the Ryzen 1600 pulls very, very little power.
Monitor 1: Basic 24" IPS 60hz monitor. Feel free to change.
Monitor 2: A decent 24" TN 144hz monitor with FreeSync. Solid choice for competitive games.

I'd opt for that.
Guy above is paying a huge amount to have both screens the same size, but ones a secondary for just watching things/twitch. A simple IPS display will do fine and its not "much smaller".
Dumped savings into... Cleaner case imo/ Better RAM, will actually net performance gains/ PSU so if you do OC you actually have the headroom, Modular psu not required since case hide psu fully.
The mushkin ssd has better nand and speeds even if you won't notice all that much its a better drive / Mobo better matches your black/blue scheme with no trade offs, also cleaner imo.

Sadly Theres no blue gpu's in price range but if your like me just paint it... I did this for wife as she also wanted black blue.
Lastly I added a case fans you can buy or not buy, extra 20$ but it will help with your aesthetic goals, just buy 4.

You are definitely able to change out the case to a sleek blue/black case based on your preference, but you'll be paying much more for that. It usually comes with a side panel (windowed) and exposes your components, but your parts are miscolored so it won't look great. I'd rather recommend you use the extra $ on other components for more performance instead but that's up to you and what you think is worth more for your money. Also went with intel CPU as you're playing fp shooters w/ a 144hz monitor, as you want all the minimum FPS you can get to stay above 144fps. There is also no need for you to overclock the CPU either
