this build is for my little brother so the closer we can get to $1000 would probably be better than $1200+.

I had a few questions, is amd ryzen better than an intel build?

I had an amd build a few years ago before i built my intel i7 build and didn't really like the amd.

Depends what your bro will use his computer for.
Ryzen would be better if your brother doesnt know how to OC, and he does a lot of multi tasking aside from just gaming. For example, he's better off getting 1600/1500 instead of i5 7400/7500/6400/6500 etc.
Otherwise, 7600k/7700k is what i would get.
cant go wrong with either CPU though, and there's always gonna be new GFG cpu's coming out throughout the years.
what would his budget be if youre gonna give him the 1070?

he will probably watch streams on one monitor while playing games on another.
He is 16, but he said he might want to go into software engineering like me when he goes to college, so maybe some programming, but I doubt he will do any overclocking.

I would maybe sell him my 1070 for $300 if I buy that 1080 for $429, but I haven't decided yet because I am buying 3 new monitors, new mechanical keyboard, new gaming mouse for myself and giving him all my old stuff so not sure if I want to shell out that much cash yet since I just started my full time job 2 weeks ago and haven't even gotten a paycheck yet haha.

so the budget would probably be $700-$800 for the rest of the parts if I sell him my 1070

better to get the 2nd link, since ur bro can just replace mobo/cpu in like 5 years for an upgrade and isn't limited by much else, whereas 1st link ur restricted by the case, and psu may not be enough power etc.etc.
