Ryzen would be better if your brother doesnt know how to OC, and he does a lot of multi tasking aside from just gaming. For example, he's better off getting 1600/1500 instead of i5 7400/7500.
Otherwise, 7600k/7700k is what i would get.

he will probably watch streams on one monitor while playing games on another.
He is 16, but he said he might want to go into software engineering like me when he goes to college, so maybe some programming, but I doubt he will do any overclocking.
I would maybe sell him my 1070 for $300 if I buy that 1080 for $429, but I haven't decided yet because I am buying 3 new monitors, new mechanical keyboard, new gaming mouse for myself and giving him all my old stuff so not sure if I want to shell out that much cash yet since I just started my full time job 2 weeks ago and haven't even gotten a paycheck yet haha.
so the budget would probably be $700-$800 for the rest of the parts if I sell him my 1070
