Well there is no "stock cooling" for 6700k
Do you prefer small form factor case or mid tower?

it can be quite large,prefer it have plenty of room for venting

If you are up in that price class consider a 6800k or 6850k

You could consider a much faster NVMe M.2 SSD. tho should do much loading time or boot time. But epeen booster

You would get more cores and quad channel RAM. And its quite easy OC to 4.0GHz+

He never stated anything that would benefit

"Almost anything". Pretty sure somethings in that spectra can use more cores.
With that budget he might as well get broadwell-E.
