I was wondering if I would need a liquid cooler to push like 3.8 GHz on my CPU. Anyone around know much about OCing processors? new to it personally.

We would have to know what other components you have as well...

Tell us what case and power supply you have, and do this, as well...

Get SPECCY here: http://www.piriform.com/speccy/download
...get the FREE version from the: Piriform Link
...Speccy is a really nice system hardware/temperature, information Utility.
...simply install it...and run the program...then post a screen shot of the main page of the program, when posting a problem/question on these forums.

nah you can use h7/evo 212 to OC, dont need liquid.
Though you do need a better psu imo.

also seems like your stock cooler isn't installed properly, or you need to reapply thermal paste. 77C is pretty damn high when rest of your system is around 30's

Its probably the aforementioned thing, It may also be that the stock fan has went out. Thats why I was debating on going to a closed looped Corsair liquid cooler or something.

Yeah, I would get a better PSU. http://www.newegg.com/Product/Product.aspx?Item=N82E16817438054

As Secksii said: Air or AIO, it's up to you really. With that case, you could probably get by with an air cooler.

Any reason why i would need a better PSU when that PSU is 50 watts lower?

Coz, it's made with better stuff inside. NOT kidding.

Especially when overclocking, you want a good, stable power supply.
Also, that EVGA one I recommended is 650W minimum. The one you have is most likely 700W maximum...big difference. Apevia is just not a good company for power supplies.

I'm not saying to throw out the power supply you have...just save it for emergencies. Not a good idea to use it for your go to power supply.

watts doesn't mean everything for a power supply.
There's a reason why reputable psu's with like 500w costs more than a no name rando psus with 750w+.
You want powersupplies that are stable, and that can handle stress, heat other variables etc. Most especially when overclocking your system.
If you try to overclock your system with an unstable psu, there's a good chance it'll die and fuck up other parts of your system too

Here.. a guide on overclocking your CPU on an ASUS Z87 motherboard, followed by a guide on doing the same thing...quickly. Both guides by ASUS.

/e Video(s) are just OCing guides. Nothing about hardware. Just thought you might like to have this handy when you start OCing.
3.8Ghz is such a mellow overclock. You could easily hit 4.3 - 4.4Ghz, without much effort.
