I'm looking to upgrade my performance on my PC(to play WoW at max settings and other games at higher FPS) Here's my current setup: http://ca.pcpartpicker.com/list/mdD2VY

I think I should be good but just wanted to double check if I can upgrade and how much of a difference it'd make compared to my GTX 760 video card.

Have you already overclocked your processor?

If you leave it at stock it may bottleneck the 1060 a bit

I've been told that WoW is a CPU resource hog. Any truth?

yes it relies on strong single core performance.
Overclocking your 8320 will help performance.

World of warcraft doesn't use a whole lot of GPU power (although their next update they have said they will be doing another graphics overhaul) so youll be fine with the 1060, and can target a new cpu in your future.

Has amd made any new cpus in a while? My mobo only supports and chips and it seems Intel keeps coming out with new ones every year while amd doesn't..or I can't seem to find.. I'm honestly debating on building a brand new pc because if i want to upgrade my cpu I'd be going to an Intel 6600K which is a lot better than 8320 and I'd need a new mobo..so might as well spend the extra few hundred to upgrade my ram as well riight and get a while new rig

You'll need a new cpu/mobo/ram regardless (unless you went for 4th gen intel, that uses ddr3)
Amd is releasing a new CPU this year, called the zen, and they have said that it's single core performance is on par with skylake or better.
Since you already have a pretty competent chip, while intel is obviously better, i would wager you could stand to wait until their new chips arrive.
It may offer some competition to intel so prices might be a little better (currently intels prices only compete with themselves).
Also it will offer some more options.
But that's up to you. ^_^

Zen will come in late Q4/early 2017 (rumor mill)
It requires am4 mobo so you would have to get new mobo and CPU anyway.

ah okay cool I couldn't find anything on a new AMD chip but if they are bringing out one later this year or early next year then I will wait.. I find AMD is cheaper than intel and if it'll compete with skylake chips or close to then I'll wait to get the AMD for probably a hundred bucks less which that 100 should cover most of the cost of the new mobo. maybe the 1060 will go down a little in price to if i wait another 6 months to get that new mobo/cpu as well!
