Will you complete mail in rebates? I'd prefer not to, but I can if it's worth more than $10.
If so, may we go over-budget if rebates bring you within budget? That is doable as long as I'm not waiting 1-3 months to receive a $10 rebate.
Do you need Windows Operation System within budget? No. I can handle this myself. I will probably just roll with Windows 7 anyways.
Need a Monitor? / Mouse? / Keyboard within budget? I don't need peripherals. I already have a Logitech G900 Chaos Spectrum mouse, Logitech G933 Artemis Spectrum headset, and Corsair Strafe RGB Silent keyboard.

Specific Uses (Programs, game titles etc.) Gaming (League of Legends, Overwatch, etc.) and graphic design primarily (Adobe suite).
Country? USA
Will you travel to NCIX (canada) or Microcenter (USA) for parts? Microcenter sure.

How much hard drive space do you want or need?I already have a SSD (Samsung 850 Pro 256GB) and HDD (Western Digital Black 2TB).
Will you use wireless or wired internet? Preferably wireless.
Will you overclock CPU and/or GPU? I have never done this, so probably not at first.
Any special requests or useful things to tell us? (Specific case, need lots of storage, audio etc.) I already have a Fractal Design Define S case.

Do you prefer any specific colors for the build/computer case? No LEDs preferred. If has to glow, then a light blue to match Logitech gear or white is preferred. Red is doable as well, but not ideal.
Do you prefer a window on your case? Got one already. Fractal Design S.
*(Please note how picky you will be with colors. Sometimes it's just not feasible to get some colors on certain parts)* I prefer internals to be black/white/blue as well. I was checking out some sexy looking ~$150 Asus mobos that were white/black. I just don't know anything about this shit really. MSI stuff is beautiful as well. I think I'd prefer an Asus or MSI mobo if possible for aesthetics. I also really like these brands. I want an Intel build.

He's a CHD troll, u will never know what he'll say

The mobo you linked is a decent board for OCing, but he picked a 6600 non k CPU assuming that you won't overclock. So there's no need for you to spend extra $$$ on a mobo that won't give you anymore significant benefits aside from looks.

Here's what i'd recommend for you based on all the info you gave

it's not the best bang for your buck because of the looks you wanted, but it's still a solid build for your needs. I chose 380 because the games you play aren't demanding enough for any higher tier cards. Plus, GPU's are the #1 thing people upgrade first, so when you actually need a stronger card, you can upgrade it later when a better card comes out in few years without touching anything else.

This is what I was hoping for! I actually liked most of his picks apart from the GPU, which I agree can easily be upgraded. Is the CPU cooler really necessary? Never occurred to me I might need one.

its not needed technically
but it is very good for your pc
especially if u game

u dont need it if you're getting non k version, and just use stock

my 4690k came with a small radiator/fan
i still have it in the box in the attic lol

idk what that has to do with anything,
he's getting a skylake not DC
skylake k versions dont include stock fans, so he NEEDS a cooler
