I use a laptop. I'd be getting a desktop. The laptop I'd juse for school only mostly after getting a desktop.

Not worth it, you won't be getting as good of value unless you go for the 6600K.
Like the system bellow is a lot more powerful, and will last you a lot longer and has a lot of upgradability options.
You can easily overclock this system to 4.0GHz too.

What is your budget with a monitor? Do you care about size of monitor, IPS or not, Higher frequency or not?

most i'd go is 800-1k

i'd prefer a medium sized monitor, pref somwhat high def

If you really want to be on budget change the SSD from an 850EVO to a Crucial MX200 like the system bellow.

If you use it for gaming then you should not spend more on your CPU then on your GPU, since the GPU is the limiting factor for almost all games.
