Lighting effects for the case are done with an led strip. Just check your local stores, as you can judge colors better when you see it in person.
The GPU comes in 2 different versions. When you order mention that you want the white version.
For the operating system just check online and get a OEM version for under 20$.

thanks for the suggestions so far.

I talked to him a bit, he said his max budget is $1500. so if anyone wants to do more for the $1350 range, that would be cool too.
