You can find a monitor on CL for under $100 that's 1020x1080 usually, can save a bit of $$ that way. I would shoot for under $70 for it and 22+ inches, something around that would be fine as well. Always look up the monitor model number online and check for reviews on the product prior to meeting and make sure they can test it for you as well

$500 can get you a build that can run those games, just not that well imo, I'll come up with a build shortly

down the road you would add in a solid state drive and get a monitor
you would also download the windows 7 ISO directly from microsoft and mount it to a USB or dvd PRIOR to taking apart your current PC and moving the parts to the new computer so you can install win7 on the new machine
