I want to spend less than $500, and $400 if possible.

I only need the CPU, Motherboard, DDR4 RAM, case, and a new power supply (If my current 750 watts is an overkill.)

My old PC is a mess and it finally died out after it started working again few days ago, so I decided to just upgrade.

My current GPU is the radeon 280.

yup, you'll need new thermal paste as well

I think my power supply might be a bit faulty though. It also makes the cable management really hard + I think it's an overkill with teh watts.

I have the MK II 750 Watts.

What can I replace that with?

Your PSU being too many watts doesn't matter at all. The wattage is the maximum it is capable of, not what it runs at or anything like that. Sometimes its better to be overkill, because the more you are using your psu's maximum, the hotter it gets, the louder it gets.

But here, how does this look?

Would cheap out on the case and get the 6600k instead, can always get a new case down the road.
