I need to buy an i5-6600 but Amazon is out of stock and so is the Fry's Electronics near me. BestBuy is sold out online. I can't seem to find any third-party sellers on Amazon that have a reasonable return policy or any indication they are reputable retailers. Anybody know of a safe online source to order this from?

I think you should overlook your poor experience with newegg. I have spent thousands there and never an issue.
I've also purchased from superbiiz and outletpc without issues.

Most ppl other than regulars, refuse to OC, but then down the line, they post: How do I make my rig go faster...for free.

I always buy OCable CPU's whether I intend to OC or not.
