Gonna be building a pic for my friend in the next 2-3 weeks. His budget is 1000$ usd. Could this be done in this price range? Able to play almost anything at max settings? And no need for an os if Windows 7 is still good. Thanks guys

Also no monitor or anything, just the tower. There's also a microcenter near me if stuff may be cheaper there?

Here is one for $1,000. I did the 850W PSU incase u want to CROSSFIRE later on down the road. If u want to save a few dollars a R9 390 or GTX 970 can be used and would offer awesome performance as well.

dropping the ssd will bring it within budget, up to your friend.
bump this as it gets closer to purchase time
~2-3 days prior

chances are, microcenter will be a great place to get cpu + mobo and probably an open box graphics card.
you will want to get...
a full size ATX Z170 board
6600k
390 or 970, if the prices are extremely close, 390 is the winner (by a few percent, fanboys like myself will pick the 970)

Best i could come up with, new skylake build with room for crossfire, includes DDR4 and windows 10.

If you wanna be under $1k

You can crossfire that later too.

I'll come up with something later. You said he had windows 7, you can still install Windows 7 and then upgrade to Windows 10 for free through that. You do not need to buy Windows 10 if you have 7 already, just a waste of money ;)

Add your zip code so I can see which microcenter are in area.

66210 should have a microcenter near by

its about a 30 minute drive each way, plus sales tax, so if its not a big savings its probably not worth it

it's worth it, usually save $10-20 on processor, sometimes the mobo is on sale, nearly always there is a $20 combo

so you save between $20-60 which covers the tax :P

/e not on sale atm :(
