Gf is looking to get into PC gaming so im looking to build her a decent setup to get going.

Budget: Would like to stay under $2500
More specific use (what games, what programs): General gaming, we play everything. Also do some video editing, nothing serious though
Planned time until purchase: Would like to purchase ASAP
Do you need an Operating System?: I assume reddit is still the best for this?
Do you have any specific preferred components?: Thermaltake LVL 10 snow edition, other than that im very open, would like blue components if possible
Do you need a sound or wireless card?: Nope
Do you want stock cooling or do you plan on overclocking?: Whatever will get the job done. I doubt there will be any overclocking needed.
Do you need a monitor? mouse? keyboard?: Need Keyboard, mouse, and preferably 2x144hz monitors
Zip code/location? (Shipping costs): 47460 indiana.

$2500 will get you much more than a decent setup, even with 2 144hz monitors at a high resolution

I will put something together, would you like to leave money in your budget and do a custom watercooling loop? for that budget you certainly could setup a sexy one

I'm always up for money left over, i just wanna be sure that the rig won't have any issues running up and coming games at max settings and a good fps. I don't really wanna go with a custom watercooling system unless its needed.

dual 144hz monitors, but 1080p (the higher res monitors are around $700 each)
PSU is a great deal, if you may want to SLI the 980 TI's later you will want to get something higher, the EVGA Supernova 1KW is $100 which is also a great deal
Tried to keep your Blue in mind, the RAM, motherboard, mouse, and keyboard follow the blue them, video card is neutral black/gray

You could go down to a 250gb SSD, still have plenty of storage, and cost a lot less

Total $2400, -105 MIRs

Are the prices really gonna fluctuate so much that it would call for a new build? That seems crazy.

Yes.
And even if the parts chosen don't change, there could be something else that is significantly cheaper yet equivalent. Sales/rebates fluctuate daily and lots of parts.

even if it doesn't change much, which is rare, there may be even better things at sick prices that you could purchase as well
