It's bad because he specifically asked for silent build for Pro Tools 11 with no intention to OC. You gave him overpriced mobo, the windowed variant of R4, no GPU except if he'd go gaming and a 250GB SSD.
A 500GB or 1TB SSD is obviously smarter choice for large library of high filesize MIDI-files and a largely hard drive based recording workflow.
He's using the computer for work purposes and you're offering him the worse, less noise-cancelling fancier windowed R4? He asked for silence, you took the other. Just why?
The Pro Tools program is known for issues with integrated graphics and you didn't include a GPU except if he'd game - he obviously should have at least a starter level GPU because the budget allows it easily. Granted, me recommending the 750ti is in the verge of overkill if it's not used to game at all.
That mobo is questionable at best if you're doing this budget orientated - sure it is useful if he ends up going for maximum overkill OC, but to me he did not seem like he is octane-headed OC fanatic.
You would have had OP pay 1,1k for a computer, which would have decent chance of having problems working at all with the program he'd be using, which had to be upgraded for no reason or would perform notably worse if it ran out of SSD space when you could have just moved the dope from mobo to SSD. And out 50/50 choice regarding the case you went wrong. You didn't give him a bad build, you just gave him a bad build for his needs.

That cooler Chinger posted is silent as fuck, basically you shouldn't hear it at all. That build DreamAlong posted is a leafblower compared to Chinger's.
