Does he already have witcher 3? Its included when buying any nvidia 9xx model fyi

Will build something with a 970 if he doesnt

I did my best, couldn't keep myself beneath 700, and still be happy with the build. 700 is pretty low for a build. Should be at least 800

this 800 - 1000 minimum imo

with the 8350 i dont even reccomend air cooling .. id go with a corsair h100i minimum .. the high clock amd's like to run on the hot side

especially since your in such a hot climate

There's no point in buying the amd cpu's if you need a 100 dollar cooler* to maintain it's stability... Then go directly for the i5 4690k, so I don't really believe that statement

700 is great. Idk why you try including one of the most expensive graphics card in a build more aimed at a budget. o.o

He can always underclock. I was able to get my 8320 to run stable at 4 ghz at 1.25 volts. Quite obviously you can even go down to what the 8320e does and again probably hike voltage down. Not that i imagine he'd even have an issue anyway.

Anyway OP this is my selection:

If costs are an issue can bring down to a 6300 and a 280. you'd save about 80 more dollars and still get really good performance.
