More specific use (what games, what programs): LoL/WoW/Skype/Maybe streaming if possible/D3/PoE/Steam Games/CS
Planned time until purchase: Whenever
Do you need an Operating System?: Yes?
Do you have any specific preferred components?: No?
Do you need a sound or wireless card?: Umm maybe? I have wifi at home
Do you want stock cooling or do you plan on overclocking?: I'm not sure

Will this pc be able to be bought on newegg.com or not?

you can always check game requirements at canirunit.com
windows 7 unless you elect to utilize touchscreen capibilities
sound and networking will be included in the motherboard - i wouldnt suggest you try to run it via wifi unless you plan to use an external antenna or if its close to the router (in that case hardwire).
dont overclock. stay stock. your knowledge of systems is lacking and a properly overclocked system requires constant maintenance. HUGE price increase to properly utilize overclocking features.
Simple tweaks with things like memory (not overclocking but locking in latency times) can increase your pc's responsiveness a considerable amount.
Also check blackviper.com and properly configure your operating system - preman pc's load 80-110 processes - default winblows will load 50-70 processes. your machine will only require 30-40 processes running (black viper explains all that).

these minor tweaks will allow you to further utilize the potential of your system.

Monitor's are rather inexpensive and shouldnt be a problem picking one out.

Thats okay, He was speaking with a ton of shorthand. I can barely make out what he says too :P

a rebate is when you cut the UPC from a product and mail it in. if you do any 1 tiny thing wrong, it gets denied. otherwise, once its mailed they mail you a check or Amex card.
like i said if you want video help over skype I can do that

it is a couple dollars over budget, but if thats too much I can find something to bring cost down just a little, also being able to find windows for cheaper would be helpful :)
