Prices change extremely week to week and sometimes daily. Unless you're planning on purchasing the parts one by one until July, I would recommend holding off on a complete build until then.

In the mean time, the build will likely look something like this:

Of course, with appropriate sales, you will have a different case or power supply. Also, you may be able to get an 8320 instead of 6300 depending on what sales are going on at the time.

if youre near a tigerdirect, theyre closing their store and liquidating their stock. i suggest you buy what you can as soon as possible.

As via PM, if you want a wireless adapter:

External:
http://www.canadacomputers.com/product_info.php?cPath=44_567&item_id=048497

Internal:
http://www.newegg.ca/Product/Product.aspx?Item=N82E16833166082

Internal adapters usually have better signal strength and range. However, they are more expensive.

all games he listed would benefit more from intel cpu and are less gpu demanding

An AMD cpu will still run them just fine. A better gpu will help him depending on what other "steam games" he plays. While it is true an intel will work better, but at this budget a 4690k is nearly out of the question because of canada prices.

The performance difference in LoL, Hearthstone, and CSGO will be negligible. SC2 and WoW might take a 10-15% hit on fps, but I personally wouldn't want to lose that much GPU power just to get a 4690k.

should research or try check it out yourself

and most people upgrade gpu many more times then cpu/mobo/ram

why not have a better base and upgrade gpu down the road

never understood everyones logic for better gpu now when most likely its the first thing to be changed down the road

give him a 4690k build for 800CAD then.
6300 + 960 = 4690k + 260x to ur naked eyes, both wont have problems running blizz games and csgo, yeah ull def get better fps goin intel, but u wont notice unless there's a fps number tellin u
both will last 5+ years playing those type of games, what's the point of goin 4690k + upgrading GPU(s) when most people get a entire new build in 5+ years
