It's only got 4 phase vrms u guys think I can safely oc 4690k to 4.1gigahertz from 3.5

Got the following

Raiijintek termis evo cooler

8 gigs of sniper ddr3 1866mhz ram kit

H440 nzxt case

2tb hd

Asrock z97 anniversary mobo

4 nzxt case fans

Radeon 290 tricool

Evga b1 supernova 750 watt

I know I can overclock my question is. With 4 phases vrms versus 8 can a middle overclock without touching voltage be damaging for my parts ty

None of us can answer that question as long as we don't know the quality, i.e. how much luck you've had with that specific CPU.
If it's good enough to get a stable 4.1 GHz while undervolting or with just a minor increase, you're fine.

Just wanna know if I can oc without touching voltage or should I just replace board when I get the money if I want to oc

Have very little oc knowledge.

Can I safely oc to 4.1?

Depends on CPU. Some reach 4.1 with 1V or lower, some others are kind of crappy and need more than 1.2V.
If you're lucky --> your CPU is good --> OC on that board without a problem, even with only 4 phases. Won't matter.
Not so lucky? --> your CPU is bad --> will take too high voltages to reach your desired OC and put more stress on the board's components. Could still try, but there is a good chance it'll reduce the board's lifespan.

it's not like you won't get any OC. you'll get atleast something. but keep in mind, every cpu chip is different and your results will vary. just take it slow, follow guides if haven't done it before ( you can look on forums like OCN to see what results or steps others have had with that same mobo and cpu ) and aim for long term stability. it's good to have goals, but don't over do it if it's not stable just to obtain that goal.

also dont listen to this

number of phases did not mean anyhting years ago and doesnt mean anyhting now

ive got 22 phase on my mobo, whoopdidoo oc just as good as any other modern platform

long ago i had 4+1, goat told me i wouldkill my board, nope never died

moral of the story, dont listen to goht and phases dont be anything, its marketing
