You'd be fine with a 430w PSU as long as its a good one. Definitely don't want to cheap out on the PSU.

Pick one from Tier One or Tier Two (A or B ) that is the cheapest you can find and you'll be alright.

What this guy said. Also, you do notice that mother board is MicroATX right? Are you hurting on space in your house/room? That's the only reason why you'd get a smaller motherboard.
I'd just recommend generic ATX.

is there anything I could use that is cheaper, or things to downgrade cause it's overkill to play sc2 on this?

Its fine. At 82% efficiency, it will be running at ~370 watts. His system is going to be pulling 342w.
