I'm wondering if you guys think I should build or buy a gaming desktop with a budget of around $700. I've been watching newegg for assembles rigs and have been trying to do research on building my own. But I would like opinions on which route I should take. Thanks :)

You won't build a "gaming desktop" for $700. Graphics card alone is half that. You can build a computer that is better than a Dell for 700, but that is not saying much.

it depends if he wants to load the 3d games or not

if you playing runescape and diablo or w/e, skip a little bit on the gphx card.

Unless that is, you want to play a game with high gphx

dont skimp on the vid card. ghot uses a titan just for dos oregon trail.

Then define gaming PC. I was under the impression that a gaming PC is just a computer that is tuned for performance in both CPU and GPU power. For 700 you will not be able to get a performant processor and the necessary mobo, power supply, and cooling unit. And that is assuming you skimped highly on the graphics card. So what makes a budget PC a gaming PC?

Fair enough. It's been a few years since I have looked at total prices. It would seem that the cost of performance has become much cheaper. I am a bit skeptical about that PSU though. Is 600w enough for that CPU/GPU combo? PSU is not something you want to be cheap with. Also, that case is too small for that GPU. I am not sure if that case has a detachable driv***, or if it has mounts on the bottom/sides. But as it stands that card will extend into the cage so it will need to be removed, or a larger case will be needed.

I will, at least, admit when I am wrong. You put together a decent rig at $700.

yup, unless he plans to OC the cpu. Otherwise, this would be the alternative along with a CPU cooler to OC

and you are correct about the case, the HD cage is detachable, so the GPU will have no problems fitting inside it :)
