Currently I have a gtx 560 ti
I can't run Black Desert Online with Max settings without dropping to about 30 FPS
I need a new card that can play any game on maximum settings with 60 FPS for about 250 dollars or less

It's a little more expensive, but I think the card you are looking for in the GTX 970

/e It's like $340, but the lesser priced cards..won't DO the same job.

/ee I mean you could get the GTX 760: http://pcpartpicker.com/part/evga-video-card-04gp42768kr

Here though, have a look at the comparison...make sure you look at the results for you monitor resolution...as well as the resolutions you MAY get in the future.

are you buying immediately or waiting for a deal?
if immediate, probably 280 or 280x.

280, 190 with 20 dollar rebate

280x, 235 with 30 dollar rebate

290, 300 with 20 dollar rebate

280(x) is a solid card, it will definitely run you some high settings, though with the rapidly increasing graphical demands of video games, I dont know that any card is going to max everything @ 60 fps. People still cant even do that on crysis 3 with most cards after all ^^

edit: its a bad time to buy though because those prices are a bit high, and the normal amd promo has expired or is expiring soon [they normally give 3 free games with their cards, and 3 free games + the new civ game for 290, but all that stuff expires end of january.]
once a new promo is released, will be better time to buy

keep in mind he hasn't listed psu. for all we know, he could have an old pos and the 290 will burn it out lol. but if you CAN op, 290 can be found for about 270$ ( 250$ if you find a deal, probably not the best cooler though like the tri-x ).

If you have a decent PSU, you can buy a refurbished HD 7990 for $300 from Newegg.
