I suggest downloading DDU (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html) this will cleanly uninstall all previous display drivers, then you want to reinstall the new drivers.
after that it sounds like your monitor may have been on 120hz or 144hz before you had to update, and it defaulted back to 60hz when you installed the drivers. (This will most likely happen again, after following the above tip)
to change this you right click your desktop > click display settings > advanced display options (scroll down, mine was at the bottom on Win10) > change Refresh rate from 60 to what ever your highest possible option is. You will only be able to change this if your monitor is capable of it though.
this would also explain why vsync enabled is dropping your fps to 60. Vsync will always match the HZ(frequency, refresh rate) of your monitor when its enabled.

agree with this, DDU is really helpful for problems like this.
looked up that monitor model, it should be able to run 75 hz.
i'm not very familiar with AMD software for graphics cards, but you should be using AMD Adrenalin software if i'm not mistaken.
I looked it up and on the "Gaming" tab, there should be an option on the right side to enable FreeSync. Your monitor is compatible with this, this is meant to help things feel more smooth.
