Let's be clear here - getting into BIOS vs the OS/PC freezing during boot/startup are two different things. If you have a bad OS like Windows is corrupt, you can still get into BIOS.
Secondly, have you tried safe mode? Safe mode would run the OS/Windows on bare-bone/basic drivers.
I ended up getting passed this hurdle by spamming power on/power off as it was trying to boot and forcing windows into repair mode. Then, I forced it to revert to a previous save of my OS.
Now, the issue that I’m having is every time I shut down my pc, the next time it boots up it fails to load windows. It says it needs to be repaired, windows goes into repair mode, but then it says it has failed to repair, and that it will reboot and go into an endless loop.
I am able to force my way into windows by reverting to the previous save each time I boot, which of course means I’m unable to save or delete files as it will all be reverted. I’m not sure how to fix this or even diagnose this

when you say allows you to go through the BIOS, do you mean the part of booting where it shows you different screens before the windows logo, or do you mean you can interrupt boot with a key and actually browse around the BIOS's settings and what not?
you could try opening up boot options and making sure you try everything in the list at least once. that advice is vague as to not be confusing/allow for error, just run through the whole list to be safe.
Yeah I was able to go into bios, change boot settings, adjust fan curves, ect
My gpu in that pc is I think a gtx 970, but the gpu driver is (I think) for the most part solved. Now I’m dealing with something else entirely
