Father in law brought his laptop to me to try and and fix. I'm not a pro but tried a few things.

It's an Acer laptop.

Tried:
Boot in safe mode
Restore (no previous verions)
Reinitialize windows (delete and keep files) both give an error
Unplug replug battery
Unplug replug HDD
Press the battery reset bottun
Put back default settings in BIOS
Put in Legacy mode and get an error saying no bootable device

Everything just leads back to the same Acer screen and stay there forever. Windows does not boot.

Also note the battery is 100% finished. Laptop shuts off as soon as the power cord is disconnected.

Looking for any advise or confirmation that the hard drive is gone.

Try reinstalling an OS or booting laptop into its hidden partition recovery mode.

hdd corrupted boot drive
prolly need to replace to the hdd as reinstalling windows may fix it but it could just corrupt the boot drive again.
switching to an ssd and fresh install of windows will prolly fix this issue for good and may even prolong the life of the laptop.

Ok yes I did this alt and f10, I tried to recover and fails after a few seconds, doesn't give a reason

Could be damaged drive or corrupted file system.
Do a fresh install fo windows from an external media and if issues persist after then replace drive.

If you do not have a installer cd etc you can make a live usb boot from your laptop if you have a 8gb usb
Head over to microsofts official site: https://www.microsoft.com/en-us/software-download/windows10
And download the Create Windows 10 installation media to make this as easy as possible for you.

When you done downloading then follow the steps under "using the tool to create installation media..." on the same page.
