So I have a 400 watt (2 speaker 1 sub) system set up atm. I want a little more bass so I was going to order a new sub with a stereo y splitter and hook up the second sub. Is this doable? Will they both power the same and would I need to upgrade my PSU? (Currently at 450 watts with a 600 watt PSU)

You can run both though the psu doesn't play a role in this.

As you say you have 400w sub and speaker I assume you have these plug and play kits? If so adding a second sub you might not have volume control over the second one, that depends on what kind if setup you have and how you plan to use it.

Another option is to just get a more powerful sub for your 2 speaker, one sub, system. This way you would have "more bass" but still only be using one sub. This would eliminate the volume control problem mentioned.
The only real reason for adding a 2nd sub would be to have some bass "here" and some bass, "over there".

Quite many of those "sets" have special connections and it could be difficult to connect real sub on those systems to replace their original. Adding second sub can give more output even if it was of same size/output if it negates the nulls in the room. But yes, generally more powerful single sub would be better choice.
