I want to replace this 970 with a 1080 ti. 970 is good for 1080p and that's about it...

You can get it for around 450 USD on the "e-bay"
Keep in mind those are all used.

Dont buy any blower style models.

/e actually its the best bang for buck card right now if you can live without the warranty

You laugh, but with the way the economy is going due to coronavirus, I think it's in Nvidia's best interest to not mark up the 3080 Ti as much as they did with the 2080 Ti.

I personally wouldn't buy a 1080ti used just because they were very common cards for mining id save up the extra an get a new card
