it's not ideal to build like this, but i don't see many issues with it as long as you upgrade those 3 components @ same time.
a few things:
i've not checked your psu, but make sure your psu has all the connections needed for new build.
make sure your current case has room for an after-market cooler(air or water)
if you're only planning a 4.2ghz OC. don't waste your money on the 9700k.
this chip would do what you need, although memory is maxed @ 2666 if i remember correctly.

intel vs ryzen does not really apply to cs... csgo favors intel and cpu in general, so u are doing the right thing getting that 9700k..
better gpu will not really matter much for cs.. save that upgrade for later if u want to play other games

yeah i know...its just such a pain in the ass lol, if it makes no changed that would be quite a waste of time
i actually think, it may be my sound driver thats causing the issue (i made a thread about it if you remember)
lats night i installed old realtek driver again (which makes one ear louder than the other) and my csgo felt smooth af, but it was late at night i didnt really had much time to test, will test after work fully
i did research and apparently this could cause game to lag, if thats the case i could just get hyperx cloud 2 with USB sound driver or something..
