Building a PC for my uncle who is really into music, so he needs a quiet air cooler. Lmk what my options are, no budget really.

Also, what's the GPU to get for 4k casuals? Web/YouTube/Skype?

Oh, also curious on which Mobo for atx build. Haven't ryzen yet ;)

Anything with 6GB-8GB video memory to run 4k if hes just watching videos and skyping.

And I use the deepcool gammaxx 400 on my 3700; does fine for me and I hear my 140mm case fans on top if anything.
Its not very audible on a gaming load of workload.

You can swap the fan for a noctua or ml120 if you want
