Well, usually stock coolers are not very good at cooling, but AMD's are supposed to be better.
Things like case airflow, room temps, etc., all add to CPU temps.
Motherboard looks OK (heatsinks etc.). You are pretty much left with redo the thermal compound or consider a 3rd party cooler.
I can assure you that undervolting a CPU will NOT shorten it's lifespan. It may become unstable in stress tests, but that's true of just about any component that's undervolted too far.
My FX-8350 has been running fine at 1.275 Vcore for going on 7 years now. 24/7 ops.
