I’ve never been led astray by you guys, so I was just wondering! Is it outdated already? Is amd a better option? A friend wants something for programming/streaming/some high end games.

You could also get a Samsung 970 EVO SSD which is about 5x faster than the 2.5" version As for SSD and HDD I would get Samsung for SSD and WD black for HDD, like I did.
Probably don't need a RTX 2080 either, but that's up to you. If you go with EVGA power supplies... get the G2, G3, or GS models only.

what instead of a 2080? 1660ti or something?

Well, it kind of depends on screen resolution and also a little bit on refresh rate.
