Open task manager and see what's using the most and start from there.

Also, worth noting that 8 gb on windows 10 and basic programs will do that.

I'm currently sitting at 8.3/32 with just 5 chrome tabs/uplay open.

Yea, my task manager has a total of barely a gb so I should be close to your total but I’m sitting near my 16gb max. Chrome not even open.

I’ve read it’s a known issue on 10, but the amount of ‘techniques’ to resolve it are enormous and all over the place.

Buy another stick of 8 GB

Also, reduce start up programs and cut back on open programs.

Nothing really more to do

you have 2x 8gb sticks?

does it stay near max after a reboot? or does it take some time before the usage ramps up?

I would tend to agree.

8 Gigs tho isn't enough for modern day use tho.

I managed to get it down to 3.9 gigs with everything closed.. chrome, small background things etc.

He just needs another stick, I see no point to cheap out on only 8 gigs of ram when he has a 9900k/2080 ti setup

to start, open task manager, click performance.
then click the resource monitor button at the bottom.
then click memory tab and see if you can identify something using all of the ram

things you can generally try:
if this is a new build, start with trying to update your mobo bios

if not and this happened out of nowhere, try running a full AV scan.
i would suggest Malwarebytes in addition to an AV scan.
and Kasperky's TDSSKiller if malwarebytes finds anything. (doubting you need to go this far since it's not booting into a frenzy)

If that's the case, then he needs to completely format the system.

8 gigs is nada.
