answer: It does not really matter


it literally asks for "best" performance. i believe generally you'd rather push the coldest water to the cpu. (unless your gpu is frying out)
the water is warmer after leaving the first component.

if it asked "what works?" then i'd be more inclined to agree that it doesn't matter.

edit: i'm also assuming both of these are after pump although it doesn't state it that way.
