tested the psu, swapped out with another unit still having same issues.
Seems like power isnt being deployed to my entire pc.
When i turn it on the lights flicker, so I shut everything down, purge remaining power and wait like a minute then plug the surge protector back in and it turns on fine
my specs, ignore the ram i plugged an extra stick in and now my pc wont boot up without it... lol
should I buy the same motherboard or look for a newer one
