Can I create a new partition on an external drive (WD passport 1tb), that I could set up as a boot partition, but still keep the rest of the files intact so I can access them from any computer, even if I didn't boot from the drive.

If you're asking if you can use two different file systems on two different partitions... the answer is yes.

/e I'm not sure that you can boot to an OS on an external HDD, but I'm not that familiar with Linux.

It wouldn't be a long term boot solution, just a way to get into a machine temporarily if windows breaks or something.

I use a thumb drive for my boot partition, its kinda my key so no one can boot without it.

use gparted to make a small partition on a thumb stick(mine is 100mb) the rest can be storage. label the partition boot and format it for the boot type you need(efi or standard)

use a seperate linux install disk to create the boot partition and once its done you now have a key for that pc just like your car. kinda, anyone with the same knowledge can make a grub stick and boot it fine.

e/

you can also skip the step with the linux install disk if you know how to install grub manually.
