So i have a had my AMD FX 8350 for a few years now. I bought a gtx 1080. I defiantly helped my performance on most of my games but I can defiantly tell I'm not getting the best performance and getting a horrible bottleneck. Cheap but not much else.

If running windows is the most challenging thing you intend to do with your computer, buy stock. Its more expensive to build than to have one with preinstalled os.

heres my suggestion:
Start with AMD. Use AMD cards and AMD chips. The 8350 you have is 2012 architecture- switch to a ryzen appropriate to your budget.
Since vega arch for your gfx card is still so expensive... again, please consider stock.
Ok: i hear ya, ya want to push 4k and will spend a little more to get it.
Twin polaris gpus.
Two rx 480s can do it.
Good luck finding em. The miners burned em up for etherium.
One vega card can do it but will double your budget alone.
