My old HP desktop and it freezes at the HP start screen. Similar to the image below

Lol I'm tired. Meant usb or PS/2 keyboard
Older BIOS often don't register USB keyboard at BIOS screen. I have an old PS/2 keyboard for when ever i encounter this problem.

there isn't a ps/2 slot so I would assume that's not the case

Check usb ports, sometimes broken/shorted ports cause the same issue.
