Motherboard: Asus - M5A97 R2.0 ATX AM3+
Processor: AMD FX(tm)-8320 8-core Processor 3.50 GHz
RAM: 8 GB DDR3
GPU: AMD Radeon (TM) R9 200 Series
PSU: Corsair - Builder 600W 80+ Bronze Certified ATX Power Supply
Random HDDs, no SSD (it broke after like a year...)

idk what else I need to provide but looking for options for upgrade or buy new. whichever one that gives me the best price:quality ratio

No point in upgrading vishera

Most economical upgrade would be GPU - PSU is fine.

Depending what you play, you'll eventually be limited by the CPU and need a new platform to build on.

Hmmm... I am scared that the computer might not be able to handle that gpu. or is that concern mainly for cpu?

what is the best way to check for compatibility and make sure my computer doesn't over heat? it would be super nice to have a new gpu, my AMD has been running into so much trouble

There is no such thing as compatibility between a CPU and a GPU. Yes, if you get a 1070 Ti the CPU will be the bottle neck. But later on when you decide to upgrade the whole computer, you can still use the 1070 Ti.
The 1070 Ti is almost 3x as fast as a 290.

If you're only shooting for 60 fps, you can still get that in a lot of games with FX series, just OC it to around 4.3-4.5 Ghz (I had mine at 4.3 w/ stock voltage and a hyper 212 cooler)
Upgrade GPU and maybe PSU since they will carry over to a new build just fine. Then ride out that FX for all it's worth.

How do you plan on using your pc? Check the temps using speccy/hw monitor.
