Well, there's a lot of stuff you haven't told us>

What case, what fans, what arrangement for the h100v1?
What outside temps? When was the last time you cleaned the dust out of the radiator?
What CPU voltage? What are the vid card temps?

I would assume you have a dust problem then.

You need to clean the dust off all the fan blades. You need blow the dust out of the vid card. You need to unbolt the radiator and blow all the dust out of it's "fins".

/e Then just generally blow all the dust out of the computer itself. You can use cans of compressed air, or an oil-less air compressor.

/e Here's a pic of a dirty radiator.

Radiators are sort of like air conditioners. When they get plugged up with dust, they don't cool anymore. Air conditioners have a dust filter, radiators don't. Radiotors need to move much more air, because the things they cool are wicked hot. If rads had a dust filter, they wouldn't cool enough to do the job.
